Primary Purpose Reporting to the Executive Director of Community Involvement and Educational Equity, this position supports the University of Pacific's student success efforts by capitalizing upon the resources of the TRIO grant to provide amplified support services for a targeted student population. These efforts are grounded in an understanding of the principles of student development, the unique characteristics of the student population served by TRIO, and the mission and polices of the University. In addition, this position ensures compliance with all requirements attached to the federal Title IV (TRIO) funding. This position is responsible for administering and overseeing the SUCCESS TRIO Program, a federally funded retention program for students from first generation college and low income backgrounds in their transition and success at the University of the Pacific. Essential Functions 1. Administers and oversees the operations of the SUCCESS TRIO Program at University of the Pacific. 2. Provides support and supervision to the unit's management staff including the Program Coordinators and other unit personnel. 3. Hires and trains staff and conducts annual performance reviews for professional staff. 4. Establishes the overarching programming and strategy to meet the objectives for the federal TRIO programs at University of the Pacific. 5. Develops and supervises the implementation of grant-funded activities. 6. Responsible for the compilation of data and oversees the completion and submission of the federal Annual Performance Reports (APR) to the U.S. Department of Education regarding matters pertaining to the SUCCESS TRIO Program to support continued funding of federal grant funds within each year of a funding cycle. 7. Serves as director and grant administrator for the SUCCESS TRIO Program and the liaison between the University and the U.S. Department of Education regarding matters pertaining to the SUCCESS TRIO Program. 8. Participates as a member of the Leadership Team of the Community Involvement and Educational Equity unit within the Division of Student Life. 9. Provides direct academic support services to a limited group of participants and solicits direct feedback via individual and group meetings, surveys and focus groups, etc. to enhance educational opportunities. 10.Establishes yearly program goals, objectives, and student learning outcomes, monitors and assesses effectiveness of program activities and services for on campus and external funding reporting purposes. 11.Works with the TRIO Programs Committee to support and enhance the operation of Pacific's TRIO programs. 12. Identifies opportunities for increased program efficiency, effectiveness and expediency across all unit programs' activities. 13.Establishes and develops charges for, and leads (when appropriate) committees and task forces to focus on strategic objectives that advance program, unit, subdivision or division initiatives. 14. Conducts individual and department meetings with management staff on a bi-monthly basis to share information, ensuring goals and objectives are accomplished. 15. Prepares and presents written reports and other technical documents. 16. Develops and monitors budgets and approves expenditures. Ensures timely budget reconciliation and submission to the U.S. Department of Education. 17.Represents department or unit with various constituencies. 18.Responsible for ensuring the compilation and submission of data and other information to support continued funding of federal grant funds within each year of a funding cycle. 19. Ensures compliance with University and federal guidelines. 20. Performs other related duties as assigned or requested. This position serves as Campus Security Authority (CSA) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported them. Minimum Qualifications --- Master's Degree required in higher education, counseling, social work or related fields. --- Four (4) years professional experience in student affairs with significant experience in supervising and directing programs or service areas. --- Familiarity with the federal grant application and administration process and commitment to Title IV goals. Preferred Qualifications ---Demonstrated commitment to the values of access, inclusion and diversity in higher eduction, knowledge of social justice issues and sesntitivity to diversity isssues and cultural needs of university students from diverse ethnic and cultural backgrounds. Experience in student support services and working with low income, first generation college students and individuals with disabilities. ---Communication skills to express ideas clearly and concisely both verbally and in writing. Writing skills to simplify complex information and clarify subject matter for specified groups. ---Excellent organizational and strategic planning skills required. ---Ability to develop programmatic partnerships with academic and administrative departments, and student organizations. ---Familiarity with the federal grant regulations and administration process and commitment to Title IV goals. ---Analytical skills to evaluate program requirements, information or problems in an objective manner and provide logical conclusions. ---Solid working knowledge of program implementation, staff supervision, training, and computer skills. ---Knowledge of budgeting and fiscal management. ---Experience working with students who have academic need and may be first generation, low -income or students with disabilities. ---Demonstrate a superior supervisory and collaborative skill among a variety of diverse persons. ---Ability to plan and implement educational and informational programs. ---Ability to exercise independent judgment. ---Commitment to quality of work, taking initiative and responsibility, and to develop and utilize leadership skills. ---Consideration of personal experiences of overcoming barriers similar to those of TRIO eligible students. ---Discretion with confidential materials required.
