ABOUT MTCThe Metropolitan Transportation Commission (MTC) is the
transportation planning, financing, and coordinating agency for the
nine-county San Francisco Bay Area. MTC is the federally designated
Metropolitan Planning Organization (MPO) and the state designated
Regional Transportation Planning Agency (RTPA) for the nine-county

.ABOUT THE TEAMMTC's recently formed Capital Delivery, Asset
Management and Roadside Tolling (CART) Section brings together many
MTC initiatives focused on improving mobility, reliable system
operations, and preservation of the region's transportation system
in support of a connected, equitable and sustainable Bay Area. The
team is responsible for the full lifecycle of customer-oriented,
multi-modal projects and programs with a focus on express lane,
managed lane and toll bridge corridors. In addition, the section
supports regional partners with risk management and governance for
mega-project delivery. The section's work is done in close
partnership with Caltrans, the California Highway Patrol, county
transportation agencies, transit operators and local jurisdictions.
The Roadside Tolling Infrastructure Support unit is one of five
units within CART and is responsible for the operations and
maintenance of the agency's roadside tolling infrastructure.
ABOUT THE ROLEUnder the general direction of the Section Director,
the Assistant Director, Roadside Tolling Infrastructure Support
will be responsible for leading a team that oversees the operations
and maintenance of infrastructure used for toll collection on the
region's seven toll bridges and Express Lane network. This
infrastructure under the authority of Bay Area Toll Authority
(BATA) and the Bay Area Infrastructure Financing Authority (BAIFA),
consists of field/roadside tolling systems and equipment, such as
data networks, fiber optic systems, cameras, toll tag readers,
message signs, data processing hardware, and related electrical and
HVAC components, must be highly available and provide essential
services to the traveling public. The Assistant Director will lead
a team responsible for the day-to-day operations and maintenance
functions, including response to roadside infrastructure
disruptions. The role requires close coordination with the Tolling
Service and Revenue Section, other internal teams, contractors, and
external agencies to ensure consistency and high level of
performance of the tolling infrastructure in the region within the
fiscal constraints.
This position is also responsible for advancing major capital
maintenance and lifecycle replacement projects to replace field
tolling systems and equipment including program management and
coordination of the conversion towards Open Road Tolling (ORT).
Depending on need, other responsibilities related to maintenance,
asset management, and lifecycle analysis and replacement of
roadside tolling infrastructure could be assigned. The Assistant
Director will lead a team of direct reports, consultants and staff
and is expected to successfully execute responsibilities and duties
by managing reporting staff and available resources. Additionally,
the Assistant Director will collaborate with staff from other
sections within MTC/ABAG, including Technology Support Services,
Sustainable Mobility and Operations, and Data Strategy and
Analytics.
As a member of the MTC management/leadership team, the Assistant
Director is expected to initiate, implement, and carry to
completion projects, initiatives, programs, and operations. The
Assistant Director will provide leadership by supporting,
mentoring, and motivating staff, developing and maintaining
relationships, and fostering cross-section collaboration. Providing
strategic direction in project management and project delivery,
contract management, organizational alignment, change management,
fiscal analysis, resource management, and innovation is essential.
New project, initiatives, and responsibilities may be assigned to
the Assistant Director to keep up with changing program
requirements and agency objectives. ESSENTIAL DUTIES &

MINIMUM QUALIFICATIONSAn appropriate combination of education and
experience that has provided the required knowledge, skills and
abilities is qualifying. A typical way of obtaining the required
qualifications is:
Education: A Master's degree in an appropriate field related to the
area of assignment, such as transportation planning, project
management, public finance, transportation engineering, economics,
business or public administration. Applicants with a degree issued
from an institution outside the United States must have their
transcripts evaluated by an academic accrediting service and
provide proof of equivalency along with their application.
Experience: Three years of increasingly responsible experience in
an appropriate field related to the area of assignment.A bachelor's
degree in an appropriate discipline and four years of relevant
experience is an alternative qualification.
License/Certificate:Possession of a valid California Class C
driver's license and a safe driving record, or the ability to
provide alternate transportation which is approved by the
appointing authority.
PREFERRED QUALIFICATIONSEducation and Experience: A bachelor's
degree in an appropriate discipline and six years of relevant
experience in supporting tolling infrastructure.
