About This Position Under the direct supervision of the Chief Executive Officer and the clinical supervision of the Regional Deputy Medical Executive, this position is the highest-ranking physician leader within a California Department of Corrections and Rehabilitation (CDCR) adult institution. CHCF Stockton is a very complex institution with a majority of its population deemed as medically high risk and has very large number of specialized medical beds. Patient care is delivered by 41 full time providers who are supervised by three chief physicians and surgeons with two Chief Medical Executives. At any given time, CHCF has the highest number of patients hospitalized and has the highest number of specialty referrals. There is a very complex mental health mission in place at CHCF. This position would oversee medical operation in a manner to ensure high quality medical care is provided in a cost-effective manner; provide highest clinical leadership at the institution and represent CHCF medical department at local, regional and statewide platforms. The Assistant Deputy Medical Executive (ADME) oversees the entire medical operation from a global level, and functionally supervises the Chief Medical Executives at the institution, and works with CEO and other department heads to handle institutional responses to outside stakeholders (OIG, PLO, State Boards, and Public Health etc.) The ADME is responsible for hiring, mentoring and doing Performance Reviews for the Chief Medical Executives, represents medical department at local institution wide meetings (QMC, Patient Safety Etc.) and Regional and HQ Forums, and ensure proper utilization of resources at an Institutional/Departmental Level. The incumbent assists and advises CME(s) in identifying areas for improvement and planning improvement projects, and oversees the ISUDT program at the institution. DutiesActs as the highest physician leader at this institution. Determines strategic priorities and provides policy and clinical direction and oversight for all clinical policy and guideline activities across medical department at the institution. Participates in selection, training, mentoring, monitoring, evaluation, and discipline of the Chief Medical Executives and other assigned staff within the area of responsibility at the institution. Understands the challenges that come with managing the medical department of such a uniquely complex institution. Assumes CME duties to cover behind vacancies and vacations. Communicates regularly with RDME and HQ stakeholders (such as QM, UM, Patient Safety etc.) to report and plan improvement projects. Working with CME(s) and Chief Physicians and Surgeons plans, organizes, directs and evaluates all provider activity within the institution and ensures compassionate, safe, effective, timely, efficient and equitable patient-centered care.Coordinates with custody and other departments to ensure delivery of timely and high quality health care to patient population. Functionally supervises the Chief Medical Executives at the institution insofar as it pertains to standards of medical practice, optimal medical work processes and achievement thereof. Implements and monitors performance expectations of CME(s) and if needed works with the Chief Executive Officer to issue appropriate disciplinary decision. Reviews Dashboard to evaluate care provided between different teams and different disciplines.Leads the development, monitoring, evaluation and improvement of medical care at the institution. Leads with the development of medical procedures and protocols at the facility. Works with CME(s) to identify and promptly address any problems identified in providing medical care. Reviews audits and leads development of corrective action plans. Acts as a team with other statewide physician leaders (DME, A-DMEs etc.) and participates in planning statewide medical operations to include, but not limited to, Strategic Planning, Peer Review, Quality Assurance, Credentialing, Provider Development, Integrated Substance Use Disorder, Allied Health Services, Death Reviews, and Litigation Inquiries etc. Provides consultation and direction on all aspects of medical policy and practices to institution, regional and headquarters leadership. Acts as Subject Matter Expert and as a representative of the Statewide Medical Executive and/or Deputy Director, Medical Services in meetings and Statewide initiatives as assigned. Works with the CEO to address multidisciplinary issues. Makes rounds at the institution to talk to staff and gain firsthand knowledge. Provide direct patient care services as privileged. Works with CEO for formulation of institutional budget. Meets with outside hospital administrators to ensure processes exist for smooth and safe transfers of care. Performs other duties as necessary to operate California Correctional Health Care Service.

The Salary Range:
$372,324 - $464,472 / Annually
