DEFINITION Performs a variety of technical and confidential duties related to the processing and administration of employee payroll; to ensure that employees are paid in an accurate and timely fashion and to ensure District compliance with applicable laws, guidelines and mandates; prepare, process, maintain and assure accuracy of a variety of employee information, records, and reports. DISTINGUISHING CHARACTERISTICS This class is distinguished from the Payroll Specialist by the performance of more complex and technical tasks and duties assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from higher level supervisory staff. EXAMPLES OF DUTIES AND RESPONSIBILTIES Essential responsibilities and duties may include, but are not limited to, the following: Perform a variety of technical and confidential duties related to the processing and administration of employee payroll; maintain a variety of complex and confidential accounting and bookkeeping records concerning salary payments and deductions. Prepare and generate payroll for all District employees including withholding for taxes, social security, unemployment insurance, and retirement. Update District-wide employee records for taxes, benefits, organization dues, credit unions and other deductions as authorized. Calculate and process levies, and other adjustments as needed. . Adhering to federal, state rules and regulations, process and edit W-2 forms as needed; assist to compute and generate salary and benefit cost projections for budget development and collective bargaining obligations; maintain accurate balances of payroll expenditures for reconciliation with the District's budget; maintain a detailed control sheet for each payroll period. Lead, plan, train and review the work of staff responsible for payroll processing and payroll records. Serve as a technical resource to District employees and others concerning payroll functions; respond to inquiries, resolve issues, conflicts and discrepancies, and provide technical information concerning related transactions, records, laws, regulation, policies, and procedures. Process special payroll transactions such as corrections, changes and retroactive pay as needed. Process and input STRS/PERS deductions; issue warrants for each payroll period, as required. Assure payroll information, transactions, and activities comply with established payroll and retirement system standards, requirements, laws, codes, regulations, policies and procedures. Prepare a variety of statistical reports as required including taxation information, FICA, Medicare and unemployment insurance; Serve as a liaison for the District to various agencies and governmental units; respond to inquiries and provide confidential data and analysis, as requested; implement adjustments as needed. Assist in internal and external auditing processes by providing confidential data and reports; answer questions; retrieve documents as needed. Oversee and maintain computerized absence tracking master files in accordance with established District policies and procedures and applicable bargaining agreements. Maintain current knowledge of Federal, State, and District codes and regulations as related to payroll processing and reporting. Perform related duties and responsibilities as required. Knowledge of: Principles, practices and terminology related to payroll administration. Basic principles and procedures of governmental accounting and auditing. Current mandates and regulations of taxing authorities, financial institutions and other entities related to payroll deductions. Basic mathematical principles. Office procedures, methods and equipment including computers and scanners, and general and specialized software packages, database, internet navigation, spreadsheet and word processing applications. Pertinent Federal, State and local laws, codes and regulations Ability to: Perform a variety of technical and confidential payroll processing functions. Read, analyze, apply, and explain contracts, laws, rules, regulations, policies and technical procedures. Effectively present complex and technical information and respond to questions from employees and administrators. Analyze data and solve non-routine problems using judgment and generally accepted accounting principles. Demonstrate excellent customer service skills. Perform accurate and efficient mathematical calculations. Prioritize work. Prepare a variety of accurate and detailed financial reports. Maintain a variety of complex and confidential files and records. Ensure adherence to applicable Federal and State rules and regulations. Respond to requests and inquiries from employees. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships. Maintain confidentiality of sensitive information and work performed. Sensitivity to and understanding of, the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staff. Education and Experience Requirements: Education: Associate's degree in accounting, business or computer science from an accredited college or university.Experience:Four years of increasingly responsible computerized payroll processing experience in a public agency. Relevant professional payroll experience may be substituted for an associate's degree on a year for year basis.
