As median rents and home prices rise across California, many households have sought lower-cost housing elsewhere, particularly in Californias Central Valley, resulting in challenges around regional home price exclusion and increasing unsustainable commutes and land use patterns. Enterprise has worked to establish a professional presence in this region to assist in addressing these challenges and is emerging as one of the Central Valleys leading affordable housing program and policy practitioners. Enterprise is seeking a talented individual to join our Northern California market office as a Program Fellow to advance our growing body of Central Valley (CV)-specific programmatic and policy work. Our CV work aims to build the regional housing infrastructure needed to solve the housing and displacement crisis and secure funding, financing, and other resources to advance affordable housing production, preservation, and protection strategies throughout the region. Responsibilities include but are not limited to:Technical assistance and support with an initial focus on service delivery and supporting long-term sustainability to relevant regional Project Homekey (PHK) program participants. This work will help PHK projects identify and address common challenges, scale up the response to these challenges and develop overall capacity among identified partners. This position will also support the delivery of technical assistance to public agencies and community-based organizations pursuing other preservation and production strategies broadly.Collaborative Support. Support Program Director in staffing and managing collaborative relationships in which Enterprise participates (including the San Joaquin Valley Housing Collaborative and the Rural Smart Growth Task Force) with the goal of deepening our involvement and representing Enterprise as a regional thought leader.Research, Writing and Data Analysis. Research, write, and summarize best practices, programs, and policies pertaining to affordable housing and community development. This may include expanding existing work on local and regional displacement patterns and associated policy solutions as well as assisting with the examination of the intersection between climate and housing relevant to regional development.Policy and Legislation Support. Assist Program Director with research and development of materials for local and regional policy and legislation goals in coordination with Enterprises State and Local Policy Director. Specific projects may include focusing on relevant jurisdictions Housing Element updates as well as helping local jurisdictions strategize and implement best practice planning policies for state allocated REAP and LEAP funds.This is a 12-month fellowship that could be extended beyond the 12 months if funding is received. If it becomes a full-time permanent position a competitive interview process will follow. The Program Fellow will be based in the Central Valley, and will report to the Building Sustainable Neighborhoods Program Director physically located in Stockton, CA. This position is part of Enterprises Northern California team, and occasional travel to the San Francisco office will be necessary (approximately once monthly).QualificationsEducation and Experience:Bachelors degree plus 4 years of experience, or Masters degree with 2 years of experienceExperience in one or more of the following areas: affordable housing, community organizing, community planning, state and local government programs, philanthropy. Experience working with Central Valley communities a plus.Experience developing new programsExperience partnering with community organizations, philanthropy, state and local government.Knowledge about the Central Valleys current racial, economic, and political landscape as it relates to housing and community development.Skills:Strong oral and written communication skills. Experience writing research briefs and reports and presentations.Strong data and analytical skills.Ability to research and synthesize information quickly and effectively to produce high-quality and visually appealing materials and presentations that are data- and research-driven.Ability to facilitate meetings.Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.Strong initiative with ability to seek out relevant information prior to making timely decisionsExcellent computer skills, including Word, PowerPoint and Excel.Work Environment:Candidate must be able to work in a highly collaborative and fast-paced environment and be able to manage simultaneous projects.Ability to work on highly collaborative teams both virtually and in-person while operating independently.Diplomacy, composure, flexibility and ability to adapt to a variety of situations.Commitment to actively participate in team-oriented activities and building our office culture.Ability to reflect upon successes and failures constructively and openly.Comfortable working remotely.Enterprise offers a competitive benefits package that can be viewed at: http://www.enterprisecommunity.org/careers/benefits.
